Bishop Don Harvey led the Anglican Network in Canada since before it launched as an ecclesial structure in November 2007 until June 2014. Shortly after retiring as diocesan, Bishop Don was appointed by Archbishop Foley Beach as senior chaplain to the ACNA College of Bishops and by ANiC's new diocesan Bishop Charlie Masters as Episcopal Vicar of ANiC.

In November 2007, Bishop Don relinquished his licence in the Anglican Church of Canada and was received into the Anglican Province of the Southern Cone under Primate Gregory Venables. In becoming a bishop of the Southern Cone, he came out of retirement, resumed full-time episcopal ministry on a volunteer basis, and began to offer episcopal oversight to biblically faithful Canadian Anglican parishes.

Bishop Don retired from the Anglican Church of Canada in 2004 after 12 years as the Third Bishop of Eastern Newfoundland and Labrador. Prior to this, he served for 30 years in various parishes in Newfoundland and Labrador including a six year appointment as University Chaplain. He has lectured in English Literature at Memorial University of Newfoundland and taught Pastoral Theology at Queen's Theological College in St. John's. In October 2009, Bishop Don was awarded an honorary Doctor of Divinity degree by Nashotah House Seminary.

In January 2013, Bishop Don celebrated 20 years in the episcopacy and, in May 2014, he marked 50 years of ministry as an ordained priest. At  the end of June 2014, Bishop Don retired and transferred the responsibility of diocesan bishop to Bishop Charlie Masters, who was elected in November 2012 as coadjutor bishop. At the end of June 2014 he also stepped down as the first Dean of the Anglican Church in North America.
